Guangdong’s 12th 5-year plan aims to continuingly accelerate the healthcare system by actively and prudently promoting the reform of public hospitals and encouraging social capital to set up medical institutions of various forms. The Guangdong healthcare market has the following characteristics:
Medical facilities more than 16,000, including over 1000 hospitals, total beds more than 250,000
Public hospitals: 90%
Healthcare spending per capita increases 12.88% annually

According to the Shenzhen 12th 5 year plan, there are 9 new hospital build projects and 8 hospital expansion ongoing in Shenzhen. The government will complete the community health centre network and encourage private investment into community health centre. Hospital beds will increase 15000 by 2015. The government will ensure there is at least one 3A hospital in each district.

Getting into the market
The Chinese medical devices industry is regulated by the State Food And Drug Administration(SFDA). Similar to other countries, medical devices are categorised into three classes: Class I are simple medical device, such as family use electronic devices; Class II are complicated products and are those directly related to diagnostic treatment; Class III are implants and life support devices. All imported products must be registered by SFDA in Beijing. Sterilisation products need special approval from the Ministry of Health (MOH). Working with distributors is the most common way of doing business in China.
