Poland - PPP Partner for Waste Incineration Plant

A partner to design, construct, finance and manage a Solid Municipal Waste Management Plant in Warsaw under the PPP formula is required.

The project is based on modernisation and extension of the existing solid municipal waste management plant which applies thermal treatment method including energy recovery.

After modernisation the plant is expected to achieve the efficiency of 320,000 Mg/year including: 310,000 Mg/year for waste thermal treatment installation and 10,000 Mg/year for waste sorting plant.

The concessionaire appointed as a result of the selection procedure will operate the plant for the period of 20 years at least. The plant’s property shall belong to the City of Warsaw while the operation of the plant shall be carried out based on the lease of the property.

Value of the project: around PLN 750 million (GBP 150 million)

EU subsidy: PLN 293 million (GBP 58.6 million)

Key dates:

June 2010: submission of the project for EU finding

November 2010: Start of the procedure for selecting the concessionaire September 2011: Signing agreement for construction works

Construction works: 2012 – 2015

September 2015: Launch of the operations of the plant
