NATO – procurement information and other notices

NATO Notifications of Intent (NOIs)

UKTI Defence & Security Organisation is responsible for dissemination of all NATO Notifications of Intent (NOIs) for Invitations for International Bidding (IFBs) to UK Industry. All current NOIs are listed in defence business opportunities and are updated frequently. Companies with a serious intent in bidding for any of the requirements listed, should apply, no later than the “due UKTI” date shown against each of the NOIs. A list of nominations and the necessary declaration of eligibility will then be issued to the appropriate NATO authorities on your behalf to meet the set deadline.

  • Further information about NATO business opportunities for UK companies can be found on the UK Delegation to NATO website. This website contains extremely useful information on business opportunities including basic ordering agreements and links to NAMSA, other parts of NATO and European Defence Agency.

  • NATO has also produced this useful guide Navigating NATO Procurement – updated October 2010.

  • NATO Industry security notice 2010/02 – explains the procedure for UK Contractors without a Facility Security Clearance to obtain NATO Personnel Security Clearances for their Employees to undertake work on NATO premises.

Principle of Non-Discrimination

NATO Unclassified Notice AC/4-D/2261 (1996 Edition). 4(c) - The host nation is free to issue ICB documents either in its own language or in one of the official NATO languages, but it is encouraged to use one of the official NATO languages. The bidder’ responses to the “cahier des charges” must be either in the official language(s) of the host nation or in one of the official NATO languages unless the choice of language were specifically determined by the host nation and stated in the “cahier des charges”.

UK delegation to NATO

The Investment Advisor position (previously filled by Christine Winterburn) is currently vacant and therefore the UK Delegation to NATO will only be able to provide a reduced service to industry.  The UK Delegation to NATO will continue to forward public NATO documents to UKTI DSO for dissemination to industry including Notices of Intent, Invitations for Bid and Cost Estimates.

Information is available from the NC3A twitter account (@NC3AAcquisition) that allows followers to see all Notice of Intents when they are issued and receive updates on contract developments.

A new Investment Advisor is expected in April / May.  The Delegation’s website can be found at: http://uknato.fco.gov.uk/en/

New NATO HQ

The UK Delegation to NATO held a targeted industry event (25 February 2010) on the ‘New NATO Headquarters’ project. This event was in addition to the annual event for UK industry and briefly outlined the developments surrounding the new headquarters’. The presentation is available here.
