India – RFQ for Implementation of the Legacy Plan for Commonwealth Games 2010

Pre-qualification for implementing the “Legacy Plan” under Public Private Partnership model for operations and maintenance of stadia

As part of its preparation for the Commonwealth Games 2010, the Government of India (GoI) has invested an amount in excess of Rs. 2,400 crores (USD 520 million) towards the comprehensive redevelopment of the following stadia located in Delhi:

(1) Jawaharlal Nehru Stadium; (2) Indira Gandhi Stadium Complex; (3) Major Dhyan Chand National Stadium; (4) Dr Shyama Prasad Mukherjee Swimming Pool Complex; and (5) Dr Karni Singh Shooting Ranges.

Ministry of Youth Affairs and Sports – Govt. of India, has envisioned a “Legacy Plan” for these stadia that involves Public Private Partnership (PPP) for operations and maintenance of these stadia. Under the plan, each stadium, under a separate contract, will be handed over to private sector entities after the conclusion of the Commonwealth Games.

The keystones of the Legacy Plan are:

  • Encouraging community participation in sports leading to the overall development of a sporting culture in the capital.

  • Ensuring self-sustainability of each facility so as to provide a model for development and operations of future sports infrastructure in the country.

  • Ensuring world-class maintenance of the each facility.

In exchange for fulfilling its obligations under the proposed contract, the selected entity shall be given rights to use the facilities for sporting and allowed non-sporting activities so as to ensure sustainability of the projects. Possible revenue sources could include:

  • Event Hosting fee (for sporting and non-sporting events)

  • Club Revenues

  • Rent from built-up space

  • Naming Rights (as per the terms and conditions of the proposed concession agreement)

  • Other sources (as per the terms and conditions of the proposed concession agreement)

Each of the complexes are located in prime areas of the national capital and present unique opportunities to entities who wish to participate in the preservation and commercial utilization of these iconic structures. Each stadium/complex will be handed over to the selected entity after the conclusion of the Commonwealth Games.

Against this backdrop, applications for pre-qualification are invited from interested entities who wish to partner in implementing the legacy plan and in the process acquire access to some of the best sporting facilities in the Indian sub-continent.
